The first negotiating session of the  UN Conference to negotiate a legally binding instrument to prohibit nuclear weapons will take place at the United Nations in New York on March 27.

In December 2016, the UN General Assembly decided - by a vote of 113 in favour, 35 against and 13 abstaining - to commence negotiations on a treaty to prohibit nuclear weapons, regardless of whether or not the nuclear-armed and allied states join such a treaty.

UNITED NATIONS, Nov 28 2016 (IPS) - Nine of the world’s top ten arms exporters will sit on the UN Security Council between mid-2016 and mid-2018.

 

The nine include four rotating members — Spain, Ukraine, Italy and the Netherlands — from Europe, as well as the council’s five permanent members — China, France, Russia, the United Kingdom and the United States.

According to 2015 data from the Stockholm International Peace Research Institute (SIPRI), these nine countries make up the world’s top ten exporters of arms. Germany ranked at number 5, is the only top 10 exporter which is not a recent, current or prospective member of the 15-member council.

What a fantastic day. It will count as a red letter day in contemporary history " indeed in world history.

Ever since 6 August 1945, the first time an atom bomb was exploded "on a populous city" and by itself, in an instant, caused tens of thousands of deaths, humankind has been living haunted by a possible apocalypse, with the feeling that we might never end to this age of nuclear terror.

But this 27 October 2016 saw three events occur successively in Paris, Brussels and New York, all directed towards an exit from the nuclear age, with the last one opening a door to a change in era.

By Peggy Mason, Former Canadian Ambassador for Disarmament to the UN, now President of the Rideau Institute released the following statement after Canada’s UN vote today against Resolution L.41.

 

October 27, 2016.

 

“The First Committee on Disarmament and International Security of the UN General Assembly today passed an historic resolution, mandating the launch in 2017 of negotiations for a legally binding instrument prohibiting nuclear weapons.  Such a ban would reinforce customary international law against the threat or use of nuclear weapons and pave the way for further negotiations on their verifiable destruction and ultimate elimination.  

 

Tensions between Russia and the USA are dangerously high.  Massive nuclear weapons modernization programmes are underway.  The negotiation to be launched by this resolution is the best hope the international community has to move away from the nuclear brink.

“The waste and misuse of resources in war and armaments should be prevented. All countries should make a firm commitment to promote general and complete disarmament under strict and effective international control, in particular in the field of nuclear disarmament. Part of the resources thus released should be utilized so as to achieve a better quality of life for humanity and particularly the peoples of developing countries" (II, 12 Habitat 1).

 

TRUE SECURITY IS NOT MILITARIZED SECURITY, BUT COMMON SECURITY

“We must reappropriate the word “security” and not allow it to be distorted by the military”. (Dr Ursula Franklin, 1984)  

AWAREthat NATO states have been complicit or responsible for using the following pretexts for aggressive interventions in other sovereign states

“human security" (Iraq 1991), "Humanitarian intervention" (Kosovo, 1999), “self-defence” (Afghanistan 2001), "Pre-emptive/ preventive" attack (Iraq, 2003) "Responsibility to Protect (Haiti, 2004, Libya, 2011) or "will to intervene" (Mali, 2013). Each time the pretext was discredited, a new pretext emerged.
